LOCAL 2505 MEETING
Saturday, September 22, 2007
The meeting was called to order by Local President Ylita Edd at approximately 12:15 PM.
The meeting was held at the home of Local Secretary-Treasurer, Magda Mashburn (3837 Highpoint Court, Norman, OK).

Attending were: Ylita Edd (President), Ralph de Juliis (Executive Vice President), Magda Mashburn (Acting Secretary-Treasurer, OKC DO), Mitzi Brooks (1st Vice President), Carol Lewis (2nd Vice President), Johnie Dandridge (Moore DO) and Skyler Davison (McAlester DO).
Secretary’s Report: the minutes of the June Meeting were distributed.
Treasurer’s Report: Magda returned from Financial Officer Training in Chicago. She was enthused and ready to go! A bank print out of the checking and savings accounts were distributed and discussed. (Attached)
The 2006 Audit was completed and distributed.
ACTION ITEM: Magda will contact 9th District to see to whom in National, the District and DOL the audit should be mailed.
Legislative Report: There was no Legislative Report. The duties of a Local Legislative Coordinator were discussed. There was no volunteer.
Litigation Report: The arbitration scheduled for 9/20 was settled with SSA agreeing to make Judy Bollinger whole for her loss of 3 hours of use or lose. (Judy had planned to take the rest of her use or lose on 1/2/07; however, that turned out to be a non-work day because it was declared a National Day of Mourning). The details of the settlement remain to be negotiated. The Union will be responsible for ½ of the cost of Arbitrator Wang’s cancellation fee. The date for the Chickasha TE promotion grievance is November 28. Ralph de Juliis is the Rep; Mitzi Brooks is the TA. The Union proposed a settlement: SSA rerun the vacancy or give a priority consideration to every applicant outside of Area V that was not considered. The Union proposed withdrawing the Bartlesville Section 10 Arbitration on improper notification and dues withholding in exchange for SSA waiving timeliness arguments on two Sanctions grievance/arbitrations. The Local is involved in several employee issues: three concern awards, another work assignments, another non selection. The Local has filed several institutional grievances: on how Ada management treats the staff, on Ada management’s refusal to meet with two Union officials on a grievance, on Ada management’s refusal to set the time for a grievance presentation on a date certain and during core hours, on the failure of management to provide justification explanations with awards certificates, on the refusal of Enid management to give any SR an award and not telling the Union about the meeting to so inform the Enid SRs, and on giving numerical element ratings and an overall rating to some employees.
New Business:
Nominations were taken for the Local’s Election Committee. Skyler Davison (McAlester), Sandy Rose (McAlester) and Johnie Dandridge (Moore) were nominated. Narva Wilkerson (McAlester) was nominated as alternate. There were no additional nominations. They constitute the Election Committee.
A website for the Local was discussed. No one was sure how much it might cost, what might be put on the website and how much work it would be to maintain. It was agreed to table any further discussion until after the holidays.
There was a discussion of how SSA is doing their external hires. It seems that management gets resumes which they keep as personal property. They interview applicants to see which of them they like. When they have hiring authority, they pull out the resumes and decide which of the individuals they will contact in order to solicit job applications. When they have an opening, they must get more applications than just the one from the individuals whom they have pre-selected. When the employees they really want to hire are identified, they are sent to USAJOBS. Their on-line applications have a special code which links them to an OPM aptitude survey. The link to the OPM aptitude survey does not appear on the on-line USAJOB application unless management has pre-identified a candidate as one they really want to hire. It was noted that FCIP jobs are not filled through postings on USAJOBS.
Unfinished business:
National Vice President Mike Kelly approved the Local’s organizing plan. The District will pay for the travel and cost of lunch for the Local to visit every office twice a year and the two largest offices, OKC and Tulsa, three times a year.
ACTION ITEM: A schedule of office visits must be set.
The next meeting will be Saturday, November 3, 2007 at Magda Mashburn’s home (3837 Highpoint Court, Norman, OK). The meeting will begin at 11. During that meeting, the Election Committee will decide on a chair, the recording secretary and take nominations for Local 2505 officers.
ACTION ITEM: Ralph will get a newsletter mailed to Magda for distribution no later than Friday, October 15 that will have the Local’s Notice of Nominations for Officers.
The meeting adjourned at approximately 3 pm.
